Write to the AOC central public office with a short description of the need and your country or city. The office can advise whether a community or ministry contact is available.

Do not send immediately: passport scans, bank cards, detailed medical records, children’s documents or other highly sensitive files unless a verified recipient has explained why they are needed and how they will be protected.
